Media Advisory: SAHRC Western Cape Provincial Office to accompany Commissioner Aseza Gungubele on a visit to Spookiesdorp, Rawsonville and Avian Park, Worcester

The South African Human Rights Commission’s (“the Commission”) office in the Western Cape will accompany newly appointed Commissioner Aseza Gungubele, on site inspections in the Rawsonville and Worcester region as a continuation of his provincial visits to familiarize himself with the complaints in the province. Following successful school monitoring and stakeholder meetings in January 2024, the Commissioner will travel to Spookiesdorp and Avian Park, to view the conditions under which the respective communities are living.

The complaint relating to Spookiesdorp which is the subject of an investigation by the Western Cape Provincial Office (WCPO) alleges inhumane living conditions and the ongoing threat of winter flooding to parts of the community of Spookiesdorp, where homes are situated on the flood line of the Smalblaar River. The relocation of this community is proposed due mainly to the risk of flooding (an annual occurrence since the establishment of this community) however the proposed site of relocation, Avian Park, has been rejected by the community for a number of reasons, not least that Avian Park is dangerous due to gang related shootings which impede schooling, as it is not safe for children to cross gang territories.

Commissioner Gungubele, as the Commissioner appointed to assist the WCPO in its operations will take the opportunity to familiarize himself with this matter with a view to considering how progress on this complaint can be expedited  before the next winter rains arrive. Officials from the WCPO and the Commissioner will travel to Spookiesdorp and from there to Avian Park. The visit to Avian Park is for Commissioner Gungubele to view the proposed relocation area for the residents of Spookiesdorp and further, to assess the conditions in that community.

Commissioner Gungubele has been familiarizing himself with complaints where large numbers of persons or entire communities are affected. This visit to Spookiesdorp follows his visit to Siyangena, Phillipi. He will be available to speak to the media following these visits regarding what has been observed and the possible methods of resolution of the Spookiesdorp complaint.
